He’s terrified of the moment that Lestrade finds out about his less legal habits, and hopes to avoid it for as long as he can. Without the cases, he has very little.

They met once in a bar, and god, he’s irritating. Good-looking, but a persistant little bugger. Sherlock will keep him around if only to argue with on occasion, and while there’s a moderate amount of sexual tension, neither has acted on it yet. Get the pair drunk and pissed off enough, though, and who knows?
